Job Description

The Directorate Safety Manager deployed to the Infrastructure Services Directorate (IS) provides senior oversight/leadership to support and enable work execution to promote safety and compliance in accordance with applicable environment, safety, health, and quality (ESHQ) requirements within the IS divisions.

Responsibilities of this role include:

  • Manages a team of ESH coordinators and provides direction to Environment, Safety, Health Quality Division (ESHQ) deployed resources (i.e., radiation protection, quality assurance, environmental protection, occupational health, and safety) to support facility operations and maintenance, including but not limited to steam, water, electric, cooling, and waste treatment infrastructure systems with ESHQ program implementation within their respective divisions. 
  • Leads the implementation and execution of ESHQ initiatives at the Laboratory level and/or within the IS Directorate on behalf of ESHQ.
  • Communicates emerging issues related to policy, procedures, programs, and assessments/reviews. 
  • Maintains operational awareness through a consistent presence in the field within the assigned areas and aligns facility and organization specific ESHQ policies and procedures with lab wide policy and procedures.
  • Provides ESHQ related technical expertise and direction to deployed ESH Coordinators and ESHQ deployed resources within assigned areas to ensure best practices and a consistent collaborative approach are consistently provided to facility operations and support functions. 
  • Provides feedback to ESHQ core program managers regarding directorate and division implementation support, ESHQ programs and systems, and emerging safety issues. 
  • Assumes the role of a deployed ESH Coordinator and Subject Matter Expert in multiple areas of infrastructure systems expertise, ORPS FM (Occurrence Reporting & Processing System Facility Manager), Lead Investigator, as needed, to utilize technical expertise to support facility operations.
  • Assist directorate and/or division line management with the selection and assignment of deployed ESH personnel, associated funding levels, and overall service with customer organizations, as well as communicate emerging issues or lessons learned sharing related to policy, procedures, programs, and assessments/reviews.

Position Requirements

  • Experience supporting safety oversight in the following: facilities support systems, contractor service and construction practices, waste storage and treatment, and nuclear facility operations.
  • Demonstrated track record for sustainable safety performance improvement.
  • Ability to build and maintain relationship with frontline operations workers to Division/Directorate managers and service providers.
  • Strong verbal and written communication skills crafted for both the senior management level and for the frontline worker groups.
  • Ability to work in a team-based, collaborative environment and well organized to coordinate multiple simultaneous initiatives.
  • Ability to prioritize, plan and deliver workflow in a time-sensitive environment, while maintaining the ability to remain flexible and adjust to changing situations.
  • Ability to lead multi-disciplinary teams across organizations to provide effective and safe ESH-related solutions.
  • Technically minded providing innovative approaches to improve operations safety, reliability, efficiency, and cost effectiveness.
  • Ability to determine and develop programs to the depth needed within the specific hazard areas of operations.
  • Excellent listening, presentation, and interpersonal skills required to enhance the commitment of all employees for a safe working environment.
  • A B.S. degree in Occupational Safety or related field with a science discipline is preferred with ten or more years of industrial, construction, or contractor safety experience and practices including first level supervisor experience.
  • Certified Safety Professional (CSP) certification is preferred.
