PURPOSE OF POSITION:

The Associate Dean of Technology, Applied Sciences, and Public Services works in partnership with the Dean to focus on implementing the vision for an integrated division. This position supports and compliments the work of the Dean, which includes planning, assessment, organizing, and managing operational changes and instructional efforts that promote student success. The Associate Dean provides significant support for operations of these departments and operations of the college as a whole. With significant responsibility for assessment, student conduct, unit planning, Perkins, and other grants this position is accountable to both internal and external partners as well as the shared college outcomes related to mission fulfillment. In addition, this position supports the Harmony and Wilsonville campuses as well as the faculty, staff, and academic programs housed there. Collaboration across the college and within the division to actively build consensus among staff, faculty, and administrators who value equitable access for students Is an essential part of this position as well as to a culture of shared governance.



This position supports the vision, mission and goals of the college, integrates College values and goals into the strategic planning process for areas within the TAPS Division, and assists with budget management. Complying with federal, state, and accreditation standards; seeking out grants; managing affiliations and partnerships for assigned programs and curriculum; and supervising assigned personnel are also critical aspects of this role.



ESSENTIAL JOB FUNCTIONS:

1. Leadership (30% of time)
1.1. As a member of the Leadership Cabinet, create and maintain an open, collaborative, and inclusive college environment focused on student learning and student success. Support institutional collaborative decision-making processes and institutional initiatives. Provide leadership for institutional and state-wide initiatives.
1.2. Serve on college-wide committees and works with the other administrators in a team environment. Works collaboratively with division personnel and other College faculty and staff to facilitate excellence, efficiency, sustainability, and continual improvement in operational processes and support for instruction and service to students.
1.3. Support institutional collaborative decision-making processes by coordinating team participation for specific projects, including planning, assessment, budgeting, facilitating, documenting, and redirecting team efforts as appropriate to College value of shared governance.
1.4. Provide documentation of decisions made within teams for project management as well as identify outcomes for reporting and program improvement goals that align with Strategic Priorities.
1.5. Collaborates to envision, design, implement, assess, and continuously improve operational processes for the college.
1.6. Participate in leadership development and team building activities. Work with faculty and staff to foster a cooperative culture, resolve conflict, promote better communication, and practice team-building skills. Support staff attendance of in-service and summer skills camps.

1.8. Work collaboratively with colleagues throughout the college to implement the strategic plan and institutional activities. Work with Deans planning subcommittee to create an integrated model for displaying mission fulfillment through integrated assessment, planning, and budgeting.
1.9. Actively contribute to a work environment that embraces diversity and diverse perspectives and builds constructive working relationships characterized by a high level of acceptance, cooperation, and mutual respect. Facilitate change within a cooperative, committed culture that supports efforts to establish and accomplish individual, department, division, and college goals.

1.12. Represent the College and/or the Division on College Committees including, Curriculum Committee, ARC, CARE, Strategic Enrollment Management, CCC Ready, Assessment Committee, and Budget Advisory Group.
1.13. Develop safety policies and procedures for wildland fire, industrial technology, welding, automotive technology, and automotive collision and repair programs to ensure compliance all appropriate guidelines and regulations. Assist with NATEF accreditation paperwork.
1.14. Work with dean and LMI group to develop a system for evaluating the relevance of academic programs.

2. Student Conduct (15% of time)
2.1. Responsible for and attend weekly CARE Team meetings and deal appropriately with student behavior according to college policies and procedures.
2.2. Collect and maintain all student discipline files and materials in the electronic student conduct system. Maintain and oversee the central repository of information associated with student disciplinary processes.
2.3. Collaborate with the members of the CARE team, faculty, staff and students to evaluate students of concern and take appropriate action, including disciplinary action
2.4. Work collaboratively with associate deans to create, maintain, and upstate the college’s student code of conduct and student conduct policies, procedures, and processes.
2.5. Provide leadership for student conduct at the college and division levels
2.6. Maintain and oversee the central repository of information associated with student disciplinary processes.
2.7. Facilitate emotionally charged complaint resolution.

3. Operations: Management and Support (30% of time)
3.1. Lead the TAPS division course outline review committee and the Related Instruction course review committee. Meet every week to review and provide feedback on course outlines submitted by division members, then submit to Curriculum Committee for approval.
3.2. Monitor enrollment numbers and discus the cause of increases or decreases with faculty.
3.3. Work with department chairs to develop budgets for the upcoming academic year. Monitor budgets for overages.
3.4. Work with Dean to make sure that TAPS is represented on college-wide committees.
3.5. Work with department chairs to brainstorm new and innovative ways to attract students into TAPS division programs. Assist in the development of marketing materials leading to program recognition and growth.
3.6. Approve course term master changes, review course outlines, assist faculty with curriculum changes. Analyze retention information and ensure a focus on enrollment efficiencies within the division Monitor FTE targets and budget resources. Review, analyze, coordinate, and approve the preparation of class schedules and faculty assignments for program responsibilities in Fire and Emergency Management Programs, following the faculty contract.
3.7. Provide supervision of classified staff. Including scheduling, evaluating performance, initiating disciplinary action, responding to employee complaints, and effectively recommending various personnel actions. Conduct part-time faculty portfolio evaluation, proactive and reactive coaching, and professional development discussions as dictated by CBAs. Support faculty program leads with program growth and continuous improvement.
3.8. Review, monitor, and analyze part-time faculty and classified employees' workloads to assure compliance with College policies and directives, contract agreements, and specific accrediting board regulations. Assist Dean with reviewing, monitoring, and analyzing full-time faculty workload.
3.9. Work with department chairs to provide administrative oversight, coordination, and tracking of part-time faculty evaluations.
3.10. Actively seek new grant opportunities and further develop existing grants to enhance the budget. Develop and administer budgets, expenditures, and contracts for areas of responsibility, including grant and fee monies. Monitor staffing levels and grant team coordination.

4. Internal and External Relationships (15% of time)
4.1. 4.2. Respond to inquiries from College departments, the community, students, and/or external agencies.
4.3. Effectively represent the College in community service activities and partnerships, state-wide committees, and task forces.
4.4. Establish and maintain communication and cooperative working relationships with community partners and the public.
4.5. Working with department chairs to complete and submit documents to Clackamas ESD and C-TEC for annual Perkins reports, and CCC Business Office to reconcile Perkins expenditures and prepare annual report. Working with faculty, dean, and business office to ensure Perkins grant funds are appropriately spent by the deadline.
4.6. Work with C-TEC, high schools, Clackamas ESD, and Timber Lake Job Corps Center to expand articulation agreements and partnerships.
4.7. Provide leadership for state-wide initiatives and groups such as the CTE Leaders, and attend division related training such as FEMA Emergency Management training, CTE Network Meetings, and other training as appropriate.
