Job Description

Position Summary:

Incumbent will work independently with an assigned PI listing. Responsible for all projects funded for the PI listing. Must have excellent attendance and be extraordinarily dependable. Position requires excellent communication and interpersonal skills as they will deal with PI's, faculty, staff and other UA departments on a daily basis. Must be proactive in seeking assistance and offering solutions with regards to problem solving.
Duties:

Monitors project status from award to completion. Certifies expenditures. Prepares and reviews financial reports for principle investigators. Summarizes and compiles data and information for use by IAB business office administration in restricted fund assessment, Provides accurate detailed information on expenditures, available balances, and agency restrictions on use of funds. Tracks grant contract expenditures through completion. Provides current and historical fund data and compares account balances with budget limits and prepare variance reports. Researches accounts to provide the best possible solution in regards to customer questions and concerns. Reviews, monitors, reconciles and manages restricted funds and budgets. Works in UA Banner system to develop and execute queries. Interacts with principal investigators, and/or their staff to ensure compliance with terms and conditions of award and budget planning. Makes adjustments to budget accounts according to established procedures. Prepares BRF's. Determines if in-kind or match requirements are applicable to a restricted fund award. Works closely with IAB administrative staff to establish match budget and monitors match expenditures. Assure required matches met by grant close. Monitor and audit sub-awards on restricted funds. IAB's point of contact for post-award issues encountered by IAB management and sub-units, UAF OGCA and financial services. Analyze potential problems, research pertinent issues and develop and initiate solutions. Present facts, findings and recommendations to Principal Investigators, IAB management and OGCA management. Develops process based on past problematic situations. Interacts with UAF OGCA and Financial Services, research staff and PI's as well as personnel of public and private agencies. Interacts with and supports restrictive fund business functions at IAB and assistance with sub-units. Works with IAB's proposal office with budget information and with IAB's HR coordinators for updating accounting information for payroll processing. Provides general restricted fund rules and regulations to faculty, staff and students as necessary and appropriate. Provides budget projections to PI's. Receives time sheets and reviews restricitive fund accounts for accuracy and fund availability. Completes labor reallocations when appropriate. Maintains and updates departmental databases. Prepares or assists in preparation of fiscal statements and reports. Maintains records, compiles and issues regular periodic reports for special funds, grants/contracts, payroll, purchasing, accounts payable, accounts receivable, travel or other accounting activites.
KNOWLEDGE, SKILLS, ABILITIES:
Excellent attention to detail, ability to prioritize and multi-task.
Diligence to see problems through to timely completion.
Excellent problem solving skills.
Math proficiency to support accounting duties.
Effective communication both written and verbal.
Ability to summarize problems and information for a variety of clients.
Must have advanced knowledge of automated accounting systems.
Experience using Microsoft Office products; including ability to create and edit complex spreadsheets and databases.
Ability to manage a high volume and complex restricted fund management duties under strict deadlines.
Ability to analyze multi-faceted issues in coordination with multi-agency regulations.
PREFERRED:

Knowledge of and experience in interpreting OMB circulars, CFR, GAAP, OMB Circulars A-21 and A110 as well as how they apply to the management restricted funds.
UA Statewide accounting manual and accounting procedures.
UA BOR Policy and Regulations.
OGCA policy and procedures, Fly America GAAP and Cost Accounting Standards.
Knowledge of restricted fund proposal and award procedure.
Working familiarity with proposals and grant information.
