Job Description

Job Summary/Essential Job Functions: Under the supervision of the Director of Finance and Administration for the Office of Research, the Assistant Director assists with the management of human resources, administrative and financial matters for various departments within the Office of Research such as the Institutional Cores, the Institutional Review Board, Office of Sponsored Programs, etc., as well as specifically serves as the Business Manager of the Lab Animal Care Unit (LACU) and the Regional Biocontainment Lab (RBL). Specific responsibilities include financial planning, budget coordination, billing system analysis and data management, financial viability and strategic planning, detailed cost analysis of animal per diem and research support services, and day-to-day business operations. This position also serves as backup to the Director.


DUTIES AND RESPONSIBILITIES:

Collaborates with the Director on various administrative and financial responsibilities that include providing information to executive officials, Principal Investigators, and employees, as needed.
Develops, implements, and monitors internal control processes, and information flows to ensure integrity of all fiscal functions; reviews and allocates all expenses to appropriate costing systems to determine actual expenses.
Manages and analyzes the LACU (ACIM) & RBL (iLab) billing systems and creates new processes as needed in collaboration with the Office of Electronic Research Administration.
Corresponds with research faculty and staff to evaluate, troubleshoot, and resolve issues related to animal care and animal services billing.
Develops metrics to set goals and direct preparation of annual budgets and forecasts by gathering information from investigators and university grant data bases to estimate yearly husbandry demands.
Optimizes appropriate fiscal strategies to enhance recovery from internal and external customers.
Oversees regular fiscal operations including approvals in IRIS (SAP) of contracts, procurement card expenditures, payroll, purchase orders, invoices, receivables, effort certifications, travel, and internal transfers.
Analyzes recovery, cost controls and expenses to guide research leaders; creates and analyzes financial assessments to track financial viability of operations.
Evaluates and advises departmental staff and researchers on contracts and other business agreements; coordinates with Purchasing, Research Administration and Contracts Operations to review and route all contracts; provides oversight on financial administration of all relevant contracts.
Monitors, evaluates, and advises on fiscal performance of LACU and RBL compared to budget and forecast.
Advises the VC, AVCs and Departmental Directors in the absence of the Director of Finance and Administration.
Provides supervision, direction and conducts performance evaluations of LACU & RBL financial and administrative support staff, as well as support departmental director with unit staff members.
Performs other related duties as assigned.


MINIMUM REQUIREMENTS:

EDUCATION: Bachelor’s Degree in Finance/Accounting, Business Administration, Organizational Management, Public Administration, or related field of study. (TRANSCRIPT IS REQUIRED)


EXPERIENCE: Five (5) years of progressive management experience handling business operations (i.e., accounting, finance, budgeting, grants, human resources matters, contract, and purchasing administration); OR Master's degree, three (3) years of related, progressively responsible professional work experience. (Master’s Degree preferred).


KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of IRIS/SAP, HR/Personnel policies and procedures, and business processes.
Excellent verbal and written communication skills.
Excellent computer skills (Microsoft Office), data research and analysis skills, and report writing skills.
Ability to present information.
Excellent interpersonal skills.
