Job Description

Our Foreign National Access Program (FNAP) team within the Safeguards and Security division has an opportunity for an FNAP Administrative Assistant to help impact our Mission.

The IS directorate focuses on the Laboratory’s physical plant, security, and buildings.  The Directorate contains the Facilities, Nuclear Waste Management, Project Management Organization, and Safeguards and Security Division employees dedicated to keeping Argonne safe and secure.  The FNAP Administrative Assistant role is responsible for performing a variety of administrative activities and tasks. Assignments may include researching, compiling, tracking, and analyzing data and information from multiple sources, organizing, coordinating, and scheduling meetings, preparing correspondence and reports and purchasing supplies. May utilize various types of software to compile and generate reports, spreadsheets, statistics, timelines, tables, graphs, correspondence, and presentations. May recommend processes to enhance workflow. Provides data and information to others on functional unit processes and procedures. Requires a broad working knowledge of departmental and laboratory policies and practices.
 

Position Requirements

  • High school diploma and 8 years of relevant experience or equivalent.
  • Under minimal supervision and with a considerable degree of initiative, perform numerous support activities for the Foreign National Access Program (FNAP) Office.
  • Assist in the coordination and administration of Foreign Assignment/Visit Online Report (FAVOR) requests from the Laboratory to include initial applications and addendums.
  • Knowledgeable review of applicable status documents regarding all foreign national access requests. 
  • Assist with training for all FAVOR Administrative Users to file FN access requests.
  • Assist in the updating of all FNAP Internal Procedures/Forms/Job Aids to stay in compliance with the current DOE Order on Unclassified Foreign National Access Program DOE O 142.3B.
  • Ensure smooth and efficient daily communications with the FNAP customers, Argonne Information Center (AIC) personnel, and be consistent on all FNAP Matters.
  • Provide administrative support to the FNAP Manager and the FNAP Administrator.
  • Assist in developing training programs for site personnel regarding the program requirements and host responsibilities.
  • Assist in the maintenance of a validation process for Argonne employees who are required to host foreign nationals with requirements so cited in DOE O 142.3B.
  • Considerable knowledge of DOE regulations in the area of Foreign National Access Program policies and procedures related to site access in general.
  • Considerable knowledge on Laboratory organization and programs, office practices/procedures, and use of automated tracking/control systems.
  • Considerable knowledge of computers and software such as Word, PowerPoint, and Excel.
  • Considerable skill in the independent handling of a full workload that involves complex regulations and their interpretation, establishing priorities, maintaining good working relationships with all Laboratory divisions and DOE, and a combination of tact and persuasion within these relationships. 
  • Good knowledge of English grammar and composition.
  • Good skill in oral and written communication.
  • Skill in identifying problems and participating in their solution.
  • Strong organizational and time management skills.
  • Ability to work successfully in a team environment and collaborate with peers.
  • Skill in discerning, judging the magnitude of, and taking or recommending appropriate action on non-routine, sensitive issues or matters that require upper management’s attention.
