Job Description

Argonne National Laboratory is searching for a Occupational Safety Specialist, Hazardous Energy Control to work within the Environment, Safety, Health and Quality (ESHQ) directorate. This position will ensure uniformity of compliance with policies, procedures and standards in the review, evaluation and enforcement of industry codes and standards, DOE Orders, and other safety-related procedures. 

In this role you can expect to:

  • Identify hazards associated with electrical, pneumatic/hydraulic, mechanical, thermal, chemical, nonionizing radiation, along with other static and stored energy sources.
  • Verify Lockout/Tagout (LOTO) requirements are understood and effectively implemented across Argonne’s line management.
  • Interact with and incorporate feedback from Argonne safety committees, management and stakeholders in the maintenance, implementation, and assessment of the safety program.
  • Maintain cognizance of applicable codes and regulations and recommend changes to policies and procedures based on regulatory changes, best practices, assessment findings, and observations.
  • Selects and applies the appropriate codes and standards to work processes and workplace conditions.
  • Makes day-to-day interpretations on how to best satisfy the electrical mandatory codes and standards identified in 10 CFR 851.
  • Develop documentation (job aids, field guides, manuals, procedures, checklists)
  • Design and conduct training to increase awareness of hazards and ways of mitigating the risk.
  • Draft, review, and approve scopes of work (SoW)
  • Review & approve work control documents (WCDs)
  • Participate in design and safety reviews
  • Perform field inspections and assessments
  • Perform cost-benefit and risk-benefit analysis when multiple options are being considered
  • Establish and track key performance indicators.

Position Requirements

  • Knowledge and proficiency with implementation of OSHA, NFPA, and DOE hazardous energy control regulations including:
    • NFPA 70E, Standard for Electrical Safety in the Workplace, 2018
    • 29 CFR 1910.147 “Control of Hazardous Energy (LOTO)
    • 29 CFR 1910.333 “Selection and use of work practices”
    • 29 CFR 1910.269 “Electric Power Generation, Transmission, and Distribution”
    • 29 CFR 1926.417 “Lockout and Tagging of Circuits”
    • DOE Order 422.1 “Conduct of Operations” 
  • Knowledge of various hazardous energy sources, such as AC and DC electrical systems, pneumatic, hydraulic, thermal, mechanical, and accelerator-related systems.
  • Experience developing and implementing an effective lockout/tagout program.
  • Ability to develop complex hazardous energy control procedures.
  • Experience in reading and interpreting blueprints, single-line diagrams, schematics, and operational/product manuals.
  • Ability to review and monitor implementation of safety programs through project and facility documentation.  Examples include work planning and control documents, procedures, and safety basis documents.
  • Experience in leading and/or participating in fact-finding assessments and investigations of electrical incidents/occurrences.
  • Experience and ability to conduct classroom and hands-on electrical safety and LOTO training.
  • Ability to effectively communicate problems and solutions to workers and management, orally and in writing, to make good judgments and decisions in all situations, and maintain effective interpersonal relationships.
  • Ability to analyze data in compliance with current regulations and provide solutions to prevent new or recurring accidents and issue clarifications and interpretations of electrical safety standards, codes, and requirements.

  • ASP, CSP, Electrical Safety Compliance Professional (CESCP) is highly desirable.

The selected candidate can be hired at one of two levels. The requirements for each level are as follows:

  • PT3 Level: Bachelor’s and 4+ years of experience, or equivalent
  • PT4 Level: Bachelor’s and 6+ years of experience, or equivalent
