Job Description

We invite you to apply for a Financial Business Partner role with the Physics Division in the Physical Sciences and Engineering Directorate. In this role, you will serve as primary spokesperson for the Division in all areas related to financial management and reporting, provide advice and counsel to division management regarding financial resources, Argonne National Laboratory (ANL) financial policy and practices, and the policy and practices of Department of Energy (DOE) and other sponsor organizations.

This position works directly with division management and staff to identify, develop and implement divisional/programmatic efficiencies. This role creates, implements, and monitors comprehensive, long-term strategic financial reporting, processes, and tools to ensure achievement of Division financial goals while simultaneously assuring fiscal integrity.

You will also:

  • Establish cost estimates for funding proposals, providing resource costs, funding requirements and submissions for Field Work Proposals, DOE proposals, Work for Other Proposals, CRADAs, etc.

  • Monitor spending, analyze variances, identify funding problems or issues, identify accounting practices and resolve any reporting discrepancies

  • Exercise funds control over purchases, subcontracts, service contracts, travel, service requests, effort charges, space, etc.

  • Serve as Technical Representative on contracts

Position Requirements

  • Bachelor’s degree in business, finance, accounting or related degree

  • 6+ years’ experience in finance, budget management, resource allocation and programmatic reporting

  • Excellent oral and written communication skills including the ability to communicate financial data and outcomes in a manner that meets the needs of the stakeholders

  • Strong analytical skills and the ability to reach satisfactory resolution of complex budgetary situations

  • Ability to develop and maintain effective interpersonal relationships with internal and external contacts of all levels of authority and the ability to work both independently and/or as a team member to achieve desired goals

  • Capability to independently carry out delegated authority with a minimum of instruction

  • Ability to identify, develop and implement division efficiencies related to financial management

Preferred Qualification:

  • Knowledge of Workday computer-based financial systems and their operation, cost/budget analysis and record keeping

  • Extensive knowledge of budget management, financial analysis, financial modeling, and accounting principles

  • Expert proficiency in business applications and financial modeling and forecasting

  • Strong analytical skills including the ability to synthesize data, draw conclusions, and reach satisfactory resolution of complex financial situations

  • Knowledge of indirect and direct allocation and full cost recovery budget and financial procedures

  • Experience providing financial support for complex proposals

  • Demonstrated ability to create and manipulate comprehensive and clear financial data for reports, reviews, and presentations  

  • Independently carry out delegated authority and work with minimum instruction

  • Ability to handle multiple, complex, high-visibility financial requests with accuracy and timeliness

  • Handle matters with a high degree of confidentiality and discretion

  • Develop and maintain interpersonal relationships with internal and external contacts of all levels of authority and the ability to work both independently and/or as a team member to achieve desired goals

  • Advanced/expert knowledge of Excel and related Microsoft applications

  • Identify, develop and implement organizational efficiencies

  • Knowledge of ANL and DOE policies and procedures

  • Knowledge of ANL applications
