Job Description

The Advanced Energy Technologies Directorate is seeking a division Financial Analyst.  This role will provide financial administration and analysis of ANL budgeting, accounting, procurement and financial practices and procedures.  Work includes planning and control of expenditures for organizational units and providing cost estimates, funding requirements and submissions for proposals.

Responsibilities include, but are not limited to:

  • Prepare financial reports and interpret cost data for sponsors. 
  • Monitor spending, analyze variances, identify funding problems, identify and resolve financial discrepancies.
  • Exercise funds control over purchases, subcontracts, service contracts, travel, service requests, material orders, effort charges, etc.
  • Prepare cost estimates and financial documents for SPP and DOE proposal submissions, field work proposals and agreements under guidance.
  • Responsible for development of budget information, maintenance of financial data, and providing financial support to division staff. 
  • May provide guidance to non-exempt personnel
  • Respond to many adhoc requests and assignments

Position Requirements

  • Principles and procedures of project costing and estimation.
  • Organizational skills, planning and prioritizing work on multiple tasks, efficient time management, project tracking, reporting requirements, ability to recognize anomalies and analyze and process complex tasks with minimal supervision.
  • Knowledge of ANL policies and procedures for financial management, budgeting, accounting principles, procurement and subcontracting requirements, FWP/SPP proposal development and submission, and SPP policies and procedures.
  • Skill in operating within laboratory policies and procedures.
  • Ability to understand detailed and complex processes, associated policies, and government regulations.
  • Knowledge of direct and indirect allocation and full cost recovery budget and financial procedures.
  • Knowledge of ANL business systems applications, specifically:  Dayforce, Paris, Pearl, Workday Adaptive, AMOS, XINK, XM, Searchable FWP, , and Workday Financial
  • Using and knowledge of ANL effort reporting system and utilizing it to determine the cost impact on division programs.
  • Skills in managing and querying databases to run reports via Excel and Access to analyze financial data and provide reports to users.
  • Ability to prioritize and adapt to new procedures and technology.
  • Interpersonal skills and ability to interact with people at all levels both within and outside the laboratory, with specific attention in establishing and maintaining effective working relationships with technical/managerial staff and other ANL organizations.
  • Skill in communicating effectively, orally and in writing.
  • Bachelor's degree in Accounting, Business Administration or a related discipline or equivalent.

The selected candidate will be placed in the appropriate level (PA1 or PA2) depending upon depth and breadth of relevant knowledge, skills, and experience brought to the position. The requirements for the desired levels are as follows:

  • PA1: Bachelor’s and 0+ years of relevant experience or equivalent
  • PA2: Bachelor's and 2+ years of relevant experience or equivalent
