Job Description

We are looking for Argonne’s next Sustainability Program Manager for the Project Management Organization within the Infrastructure Services Directorate.  The role effectively establishes and executes Argonne’s sustainably program.  The Sustainability Program Manager Responsible for developing sustainability related programs and initiatives in the areas of climate change, energy management, carbon free electricity production and procurement, Net Zero installation strategies and energy resilience, greenhouse gas (GHG) emissions reporting, sustainable acquisition and innovation, supply chain and life cycle assessments, zero emissions vehicles, pollution prevention and waste minimization.  Programs include both infrastructure improvements and implementation of policies, procedures and operational programs related to sustainability. This role uses knowledge and experience to plan and direct technical programs/projects from planning through delivery, under the direction of the Project Management Organization Division Director, and in coordination with the Sustainability Team, institutional and external stakeholders and with work performed in other departments. Works with a diverse set of stakeholders to plan and implement a sustainability program that advances the achievement of Argonne’s sustainability goals

Responsible:

  • Developing and managing the overall vision and strategic plan for Argonne’s Sustainability Program including identifying and executing projects that advance and/or achieve goals defined by applicable Federal Executive Orders. 
  • Serve as a subject matter expert on sustainability, providing information and participating in knowledge building for internal and external stakeholders. Support the internal education of Argonne employees about sustainability and related Federal goals and requirements.
  • Direct line management of technical area leads for energy management, green mobility and building optimization and efficiency
  • Learn, interpret, and apply Federal, State, and local laws, regulations, rules, policies, and practices relative to areas of program responsibility
  • Responsible for program management including identification of requirements, implementation strategies, and program performance. Identifies emerging issues and risks. Reports program status, accomplishments, and coordinates with other programs to assure compliance.
  • Develops infrastructure repair and modernization projects and programs in collaboration with the PMO Strategic Planning Manager to reduce energy, resource consumption and/or implement sustainability practices into core facility operations.
  • Collaborate with the Environmental Compliance group to achieve shared environmental conservation goals and objectives. 
  • Responsible for data quality, management, and monitoring of sustainability data and key performance indicators (including energy, water, waste, and GHG emissions)
  • Annually report sustainability program progress, projects, priorities, and data into the Department of Energy Sustainability Dashboard
  • Prepares, administers, and monitors multi-million-dollar program budget(s)

Position Requirements

  • A bachelor’s or master’s degree in environmental science, sustainability, renewable energy, earth science (including pollution prevention), chemistry, environmental engineering, energy engineering (mechanical or electrical) and 6+ years of management and technical experience with broad-based energy & environmental projects.

  • Demonstrated ability to work with all levels of internal and external stakeholders and build excellent working relationships, including oral and written communication skills.

  • Skill and demonstrated expertise in management and leadership techniques, technical direction, and supervision, and leading and motivating multi-discipline personnel.

Preferred Skills

  • Demonstrated experience with implementation of projects or programs in support of sustainability management practices, energy and natural resource management, environmental stewardship, energy/water conservation, renewable energy applications, retro-commissioning, decarbonization, pollution prevention, waste minimization, green purchasing, GHG reduction programs, and overall sustainability principles.

  • Knowledge of project/program management principles, including planning, scheduling, monitoring, and problem solving. Experience leading complex planning projects involving external stakeholders, including developing scopes of work, overseeing consultant work, facilitating meetings, and developing recommendations.

  • Knowledge of the methods and procedures of budget development and control, management of teams in functional and matrix organizations and the overall accountability for budget, human resources, and performance expectations of a multi-million-dollar program. 

  • Skill in reviewing design specifications and cost estimates

  • Skill in business case development, emissions reduction analysis and payback calculations.

  • Knowledge of Federal drivers and requirements for Argonne’s sustainability program including Executive Order 14008, Executive Order 14057, DOE Order 436.1and DOE Order 430.1C. 

  • Professional registration in one or more of the following is highly desirable: Project Management (PMP), Engineering (PE), Architecture, Certified Energy Manager (CEM) or Sustainability (ISSP-SA). Registration as a certified project management professional is highly desirable.

  • Demonstrated ability to effectively manage and coordinate the work of consultants; demonstrated experience with word processing, spreadsheets, graphic presentation development, and database management.
