What Your Job Will Be Like:
Organization 10573, Business Analysis and Financial Reporting is currently seeking a Rates Analyst to aid in the development of a Data Analytics Modeling Capability for the center that will support the Laboratory in financially driven decision making and strategic direction. The Modeling Capability will drive the way the laboratory delivers on Resource Management processes, including Direct Program Portfolio Projections, Indirect Sizing, and Workforce Planning. The modeling capability will incorporate data, Artificial Intelligence, comprehensive data mining tools, and more to deliver on Resource Management deliverables for Executive Leadership. This capability will position the center to provide profound impact in the way it delivers recommendations and solutions for the Laboratory. This role will also support the Inspector General (IG) Audit in responding to audit requests as well as mitigating audit risk using data analytic techniques. In addition, the selected candidate will work on a variety of data analytics projects for the Center/Division/Lab. This individual will work with IT departments to maintain, update, and enhance corporate reports using the data warehouse.
On any given day, you may be called on to:
+ Collaborate closely with the portfolio offices, the Indirect Program Office, and the Indirect rates team, understanding how their processes and requirements intersect with the Corporate Reporting processes and requirements,
+ Prepare and interpret financial data to leadership, advise management on corporate policy interpretation/application, and recommend implementation options and associated risks,
+ Anticipate, identify, research, and communicate financial/budget issues to enable successful management of operations,
+ Lead corporate wide teams and initiatives,
+ Develop and maintain business relationships across the laboratory, complex, and DOE/NNSA oversight,
+ Develop new automation and enhancements to processes,
+ Engage with IT professionals to address corporate reporting needs,
+ Develop SQL queries to enhance corporate reports,
+ Participate in Independent Comprehensive Estimate Reviews (ICER) of cost estimates over $100M,
+ Engage in IG Audit data requests,
+ Mitigate audit risk using data analytic techniques.
The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.
Qualifications We Require:
+ Bachelor’s degree in relevant discipline plus five years or more years of directly related experience, or equivalent combination of relevant education
+ and experience.
+ Experience with the data warehouse used to create corporate financial reports,
+ Experience with analytical tools to support decision making (e.g., dashboards, historical trend analysis, probability analysis, predictive analysis, etc.),
+ Experience with developing SQL queries,
+ Experience with several of the following: Python or R, JMP or SPSS, Power BI or Tableau, VBA, and machine learning/artificial intelligence,
+ Active DOE L-level security clearance (or DOD equivalent) and ability to obtain and maintain a DOE Q-level security clearance.
Qualifications We Desire:
+ A solid understanding of the enterprise business system, its databases, and how to query or request data,
+ Experience with interacting, advising, and briefing executive leadership teams,
+ Experience working in or with Portfolio Business Offices,
+ Sophisticated understanding of Sandia’s organizational structure, the NTESS programmatic structure, and the NNSA programmatic structure,
+ Understanding of NNSA/DOE oversight requirements, an overall knowledge of the federal budget, the President Budget Request, and its impact on corporate planning and projections,
+ High-level understanding of Sandia policies and procedures in financial areas, specifically budget formulation, capital equipment, general plant projects, Strategic Partnership Projects, work authorizations, cost allowability and Cost Accounting Standards,
+ Knowledge and experience in accounting and financial concepts and principles, project administration, and quality control,
+ Strong understanding of the various corporate indirect recoveries and rates maintenance processes, and a high-level understanding of their interaction and impact on the corporate reporting area,
+ Demonstrated ability to effectively develop/implement new processes and initiate improvement activities in creative and innovative ways,
+ Ability to evaluate/analyze the environmental landscape and applicable data to identify creative/innovative solutions and develop sound recommendations used to influence leadership decisions,
+ Demonstrated ability to establish and mature relationships and lead in an environment that is oftentimes fast paced, time sensitive and ambiguous,
+ Proven track record leading diverse lab-wide teams on multiple deliverables simultaneously, under strict deadlines and with changing priorities,
+ Strong analytical and critical thinking skills with demonstrated ability to apply these skills to resolve complex business matters,
+ Demonstrated interpersonal and communication skills, both written and verbal, and the ability to effectively present detailed information in a clear and concise manner.
About Our Team:
Business Analysis & Financial Reporting (Org. 10573) provides Sandia executives, programmatic, and line leaders with actionable information and recommendations using financial data analytics and corporate reporting. The team uncovers valuable financial insights that can inform strategy, identify process improvements, increase efficiency, and better manage risk and guide transformational business decisions. This team is relied on heavily by Executive Leadership to provide analysis, recommendations, and expertise throughout the year to respond to various challenging and complex issues that impacts the laboratory.

Security Clearance:
Position requires a Department of Energy (DOE) L security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD).

Applicants for employment need to be able to maintain a DOE L-level security clearance, which requires U.S. citizenship.
