NNSA Requirements for MedPEDs: If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs. What Your Job Will Be Like: We are seeking a Manager, Chief Government Relations. The Government Relations (GR) Manager is responsible for advising the Laboratory Director and the executive Laboratory Leadership Team regarding congressional interactions, state and tribal interactions and activities with the NGO community in Washington, DC and relevant states. This includes coordination and integration of activities across the entire GR team. The GR Senior Manager also is responsible for communications with the Sandia Field Office and the NNSA Legislative Affairs office regarding GR events and activities. The GR Senior Manager interacts extensively with high-level staff and officials, closely monitors developments within federal, state and tribal governments, analyzes how developments may affect Sandia programs and interests, and communicates developments and analysis to Sandia leadership. The candidate will need the ability to perceive and synthesize information from people and organizations outside Sandia that are often expressed incompletely and then take the initiative to coordinate Sandia's response to such needs or opportunities. The role includes participation in planning and developing initiatives and policies that use Sandia’s science and engineering capabilities to meet national needs. This position includes a line leadership responsibility with a scope that includes:in Albuquerque, New Mexico, three Government Relations Officers, two Research Analysts, and two support staff;in Washington, DC, one first level Manager and 2 support staff; andin Livermore, California, three Government Relations Officers and 1 support staff. The Government Relations Office is also responsible for fostering and managing relations with state governments, especially the New Mexico and California governments, and for taking the initiative to build positive relations and collaborations with these state governments. One component of the GR group, the Washington, DC Office, includes classified space and a responsibility to provide support for numerous visitors from the Sandia NM and CA sites. Oversees and manages managers and members of the workforce within the group. Coordinates subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, and recognition and disciplinary actions. Ensures that customer needs are satisfied safely and securely, through managing and coordinating specific deliverables, overall program and project plans, budgets, structures, schedules, and staffing requirements. Balances the acquisition and development of manager and staff resources, capabilities, and existing and future projects or programs. While the permanent work location for this position is at Sandia’s Albuquerque worksite, the position also requires substantial travel and external interactions. Qualifications We Require: + Advanced Degree; or equivalent years of experience in a related field that demonstrates the knowledge, skills, and ability to perform the duties of the job. + Two years of experience as a Professional Staff Member or Legislative Assistant working directly for a Senator or Representative or a Senate or House Committee on a daily basis, or equivalent experience working in positions with extensive interaction with several Members, committees, and staff. + Knowledge and experience relating to Congress, congressional processes, policies and programs. + Knowledge and experience relating to regulations governing interactions between Federally Funded Research & Development Centers and Congress and the Executive Branch. + Experiences that have demonstrated the ability to develop, execute, and communicate a strategic vision for an organization. + Ability to obtain and maintain a required US DOE Q security clearance and an SCI clearance, which may require a polygraph test.. Qualifications We Desire: + Expertise and competencies appropriate to the organization. + Demonstrated knowledge in department roles. + Demonstrated ability to successfully manage and complete multiple programs and projects. + Knowledge of company policies and procedures and ability to recommend modifications to Sandia's Corporate Policy System operating policies. + Excellent oral and written communication skills and customer service skills. + Ability to interact effectively with all levels of internal and external customers, including the ability to build and manage effective working relationships. + Demonstrated ability to deliver results, effectively manage people, and guide teams. + Ability to mentor and lead the organization on department tasks and organizational goals and objects. + Knowledge of Sandia's safety and security rules and guidelines. + Ability to organize, prioritize, and follow through to completion on multiple tasks. + Ability to work with sensitive information and classified matter. + Knowledge of Sandia’s science and engineering programs and missions. + Knowledge of congressional and executive branch policies and programs and knowledge of the policy environment that shapes Sandia’s science and engineering programs. + Ability to analyze and interpret state, federal, and tribal legislation and regulations and relate their impact to Sandia. + Working knowledge of federal, state, or tribal government policy and budget processes. + Strong analytical capabilities, including the ability to quickly analyze an opportunity, identify key issues, and develop solutions. + Experience interacting with high-level government and laboratory officials + Proven ability to use good judgment when dealing with confidential and sensitive issues. + Ability to build and maintain relationships with state, federal, and tribal officials. + Proven leadership in planning and executing site visits and tours with elected officials. + Extensive knowledge of laboratory organizations, programs, and priorities. + Ability to communicate difficult technological, science, and engineering concepts to non-technical audiences. + Ability to model behaviors that reflect Sandia's core values.
