Job Description
Argonne National Laboratory, a global leader in scientific research, is seeking a seasoned professional to assume the critical role of Financial Budget Officer and Director of Deployed Services. This strategic position involves overseeing financial budgeting processes; leading financial teams across Argonne’s research directorates and lab operations; and ensuring optimal deployment of financial resources to advance the laboratory's mission and objectives.
As the Financial Budget Officer and Director of Deployed Services, you will play a pivotal role in supporting the Chief Financial Officer (CFO), research directorates, and lab leadership in making well-informed decisions that support strong stewardship of taxpayer dollars. Your responsibilities extend beyond financial management; they include providing strategic guidance, fostering collaboration, and ensuring the effective alignment of financial resources with scientific priorities. The nature of this role requires navigating states of uncertainty, given the unpredictability of government funding from year to year.
Key Responsibilities:
Leadership and Strategic Planning:
Provide visionary leadership in developing and executing financial strategies and support aligned with Argonne's mission.
Collaborate with Lab leadership to formulate long-term financial plans supporting scientific excellence and innovation.
Act as a strategic partner to the CFO, contributing to the overall financial strategy and operations of the laboratory.
Team Leadership and Management:
Lead Senior Managers and their teams responsible for financial budgeting and analysis across all research directorates and lab operations.
Foster a collaborative and high-performing work culture, emphasizing teamwork, innovation, and continuous improvement.
Mentor and develop team members, promoting professional growth and succession planning.
Financial Budgeting and Analysis:
Oversee the development, monitoring, and analysis of annual and long-term budgets for divisions, directorates, and the lab.
Ensure compliance with financial policies, procedures, and industry best practices.
Collaborate with division directors and senior scientists to align budgetary decisions with research and operational priorities.
Deployed Services Management:
Develop and implement strategies for the effective deployment of financial resources to support scientific programs, lab operations and initiatives.
Establish and champion best practices for the management of deployed services, ensuring efficiency and optimal resource allocation.
Introduce rotational opportunities within financial teams to broaden skill sets and enhance collaboration across different lab units.
Implement consistent training programs to keep financial staff updated on the latest industry practices and technologies.
Collaboration and Communication:
Facilitate effective communication and collaboration between financial teams and other laboratory units.
Advocate for transparent and clear communication of financial information to stakeholders.
Collaborate with external partners and funding agencies to strengthen relationships and align financial goals.
Advocacy and Streamlining:
Advocate for financial best practices and efficiency improvements within the organization.
Identify opportunities for streamlining financial processes to enhance effectiveness and reduce bureaucracy and complexity.
Actively engage in advocacy efforts to secure additional funding and resources for key scientific initiatives.
Continuous Improvement and Best Practices:
Drive continuous improvement initiatives in financial processes, systems, and methodologies.
Stay informed about industry best practices and emerging trends, implementing relevant changes to enhance financial management practices.
Position Requirements
Bachelor's degree in Finance, Business Administration, or a related field.
Ten (10) or more years of experience in financial management, budgeting, and analysis leadership experience.
Strong analytical and strategic thinking skills.
Excellent communication and interpersonal skills.
Familiarity with government and research funding mechanisms.
